SME confirmation (중소기업확인서), filed through the SME status information system, establishes the foundational status most other certifications require as a prerequisite — based on employee count, revenue, and ownership/affiliation structure under the SME Basic Act. Required documents: business registration certificate, corporate registry certificate (with deregistered items included, for a company), the last 3 years of financial statements or corporate/VAT tax filings, the last 3 years of adjusted-revenue statements, and payroll withholding records or 4-major-insurance enrollment rosters to verify headcount.
Startup confirmation (창업기업확인서) certifies a company is within 7 years of founding and isn't in an excluded industry under the SME Startup Support Act — used as eligibility proof for public-procurement set-asides (public institutions are required to source roughly 8% of goods/services/construction spend from certified startups), startup R&D and policy-fund programs, and startup tax credits (up to 50–100% corporate/income tax reduction for a defined period), plus acquisition/property tax reductions. A business that re-registered after closing needs the closure to have occurred a set period prior (e.g., 3 years generally, 2 years for bankruptcy-related closure) — and as of a January 2026 amendment, a company that had a disqualifying founding circumstance can still qualify as a startup from the point that circumstance is resolved, rather than being permanently excluded. Women-owned business certification (여성기업확인서) requires a woman to genuinely, substantively run the company — registered as the sole proprietor, the largest shareholder among registered representatives at a corporation, or (for a cooperative) a majority of both members and capital contribution held by women, with a woman as chair. Review goes beyond paperwork: examiners assess whether the woman representative actually participates in major decisions, understands revenue/payroll/staffing figures, and knows the industry — and she personally has to be available for any phone, interview, or site verification, not a stand-in. Benefits: public institutions must source 5%+ of goods/services spend and 3%+ of construction spend from certified women-owned businesses (Women-Owned Business Support Act Article 9), plus preferential scoring and higher limits on policy financing.
Disabled-owned business certification (장애인기업확인서) requires a person with a disability to hold controlling ownership — sole proprietor, majority shareholder among co-representatives at a corporation, or (for a cooperative) a majority of both membership and capital contribution, with a disabled member as chair — plus, except for small businesses under the SME Basic Act, a workforce that's 30%+ disabled employees. Benefits include preferential startup-incubation-center placement, below-market financing through the Korea Credit Guarantee Fund/Korea Technology Finance Corporation/regional credit guarantee foundations, and a public-procurement mandatory purchase quota of 1%+ of total spend. Both certifications are filed through the same Public Purchase Information Network (공공구매종합정보망, www.smpp.go.kr), going through document review, a site inspection by an evaluator, and (for the disabled-owned certificate) a direct interview confirming the disabled representative's actual operational involvement, before the Ministry of SMEs and Startups issues the certificate.
Since a 2021 reform moved away from the old guarantee/loan-centered venture certification model, the innovation-growth type (혁신성장유형) confirms a company scores well on both technological innovation and genuine business growth potential — not just interesting technology with no realistic path to scale. Evaluation runs on two tracks: a technology assessment (14 sub-items covering novelty, product development, technology maturity, entrepreneurial capacity) and a business assessment (target market definition, customer definition, growth strategy, market-entry feasibility), reviewed by a professional evaluation body after online application through the Venture Confirmation Comprehensive Management System, with the full process typically completed within 45 days.
Benefits: up to 5 years of 50% corporate/income tax reduction, 75% acquisition tax reduction, property tax exemption/reduction, priority guarantee and expanded guarantee limits from the Korea Technology Finance Corporation, priority patent/utility-model examination, broadcast advertising discounts, and preferential access to public-institution office space. Certification is valid 3 years, with recertification available before/after expiry.
Why applications actually get rejected — a real case is instructive: a rejected applicant's stated deficiencies were "insufficient objective evidence of differentiated competitiveness" and "insufficient competitor analysis with an actionable growth strategy." The underlying business plan had thin, unsupported claims in exactly the sections evaluators weight most — the target-market section needs TAM/SAM/SOM sizing with objective data, not a general market-size claim, and the competitor-analysis section needs specific competitors' market share and characteristics, not a vague "we have no direct competitors" assertion. A business plan needs concrete, defensible projections grounded in the company's actual current capability — overstated growth claims read as a red flag to evaluators, not a strength.
INNOBIZ (Innovation + Business) certifies a technology-innovation SME with genuine competitive technology and growth potential, administered as a national certification linking certified companies to a package of ongoing support. Eligibility requires 3+ years of operating history as an actively-operating SME. Evaluation runs two tracks: a 1,000-point technology innovation system assessment (technology innovation capability, commercialization capability, innovation management capability, and innovation performance) — passing an online self-assessment at 650+ points before a Korea Technology Finance Corporation on-site evaluation at 700+ points — plus a separate individual technology assessment (owner's technical capability, technology merit, marketability, business feasibility/profitability) requiring a B grade or higher across roughly 60 category-specific evaluation items. Benefits span guarantee-limit and guarantee-fee preferences, credit-rating and loan support, capital-region acquisition/heavy-taxation reductions, deferred routine tax audits, expedited VAT refunds, national R&D program scoring preferences, priority patent examination, military-service-designated-company evaluation preferences, KOSDAQ listing requirement relaxations, and broadcast advertising discounts. Having ISO certification and a mid-to-long-term business plan already in hand before applying materially smooths the process.
MAINBIZ (Management + Innovation + Business) certifies an SME's competitiveness through marketing, organizational, productivity, or management-process innovation rather than technology — open to service, software, construction, and distribution businesses, not just manufacturers, under SME Technology Innovation Promotion Act Article 15-2. Eligibility: an SME under the SME Basic Act, 3+ years since incorporation, excluding gambling/adult-entertainment-adjacent industries, with a debt ratio under 1,000% and no complete capital impairment, bounced-check suspension, or active bankruptcy/rehabilitation/liquidation. Process mirrors Inno-Biz's two-stage structure: an online self-assessment (600+ of 1,000 points needed to proceed) followed by a site evaluation from an authorized body (Korea Credit Guarantee Fund, Korea Technology Finance Corporation, or the Korea Productivity Center, among others) requiring 700+ points for certification, examining actual management-innovation systems, regulations, financials, personnel, and process documentation on-site — not just the policy documents claiming they exist. Valid 3 years, with recertification filed between 90 and 30 days before expiry.
Registering a formal corporate R&D institute (기업부설연구소) or dedicated R&D department (연구개발전담부서) — administered by the Korea Industrial Technology Association under www.RND.or.kr, filed after the entity is already physically established — unlocks tax credits, guarantee preferences, and eligibility to be assigned specialized/industrial technical-service personnel. Personnel requirements: dedicated researchers generally need a bachelor's degree or higher in a natural-science/engineering field (non-science degrees accepted for institutes primarily in industrial design or service fields), though smaller companies can qualify associate-degree or vocational-high-school graduates with sufficient R&D experience. Space requirements: a physically independent space separated from other departments by a fixed wall and separate entrance — though SMEs, researcher/faculty startups, venture companies, and (for a dedicated department only, not a full institute) large/mid-sized companies in information-service or software fields can use partition/shelving separation instead of a full wall for spaces under 50㎡.
A February 2026 law change (기업부설연구소법) loosened several of these rules: movable/removable partition walls are now allowed within the research space; a single company can now register multiple secondary-location institutes; dedicated-researcher qualification criteria were broadened; a formal grace-period extension now exists when an application gets a correction request; research-management staff (distinct from dedicated researchers/research assistants) can now hold non-research duties concurrently (dedicated researchers and assistants still cannot); a site inspection can no longer be avoided without legal consequence (a refusal or obstruction is now grounds for revocation); and false/fraudulent reporting is now explicitly prohibited with fines attached. Ongoing compliance obligations apply regardless: an annual R&D activity report due by end of April, no outside duties for dedicated research staff, and a change-registration filing within 30 days of any change to the registered details — missing the correction window after a compliance notice, or falling below the qualifying requirements, can void the recognition entirely.
A social enterprise (사회적기업) pursues a social mission — service or employment for vulnerable populations, or community contribution — while running a genuine commercial operation, certified by the Ministry of Employment and Labor (Korea Social Enterprise Promotion Agency handles applications, site visits, and ongoing management). Core requirements: an eligible organizational form (corporation, cooperative, company, or nonprofit); at least 1 paid, insured employee; meeting a quantitative social-mission threshold by type — 30%+ of beneficiaries from vulnerable populations for a service-provision type, 30%+ of the workforce (3+ employees) from vulnerable populations for a job-provision type, 20%+ for a community-contribution type (or 40%+ of revenue/spend for social-issue-focused organizations), 20%+ each for a hybrid type, or a Social Value Index assessment for a hard-to-quantify creative/innovative type; a stakeholder-inclusive governance structure (board or steering committee involving workers and service recipients); business revenue at 50%+ of labor costs over the last 6 months (subsidies/donations excluded); specific mandatory articles-of-incorporation content; and, for a for-profit corporate form, at least two-thirds of distributable profit reinvested toward the social mission. Post-certification management is active, not passive: failing to maintain any requirement triggers a warning and corrective order before revocation; violations (unreported bylaw changes, missed annual reports, false reporting) carry fines of ₩5–10 million; and a revoked company can't reapply for 3 years.
Family-friendly certification (가족친화인증), under the Family-Friendly Social Environment Promotion Act Article 15, recognizes companies with genuinely well-run family-support systems — childbirth/childcare support, flexible work arrangements, and a family-friendly workplace culture — with new certification valid 3 years, an interim extension valid 2 years, and recertification again valid 3 years. Getting certified requires the employment rules (취업규칙) to already contain 15 specific mandatory provisions, spanning the 40-hour workweek standard, night/holiday work restrictions for minors and pregnant employees, menstrual leave, pregnancy protections including reduced/shifted working hours, paid prenatal-checkup time, paid nursing time, fertility-treatment leave, workplace sexual-harassment prohibition and prevention training, spousal paternity leave, childcare leave, reduced working hours during the childcare period, family-care leave/reduced hours, and workplace-bullying prohibition — a gap in the employment rules blocks certification regardless of how good actual practice is. SME scoring requires 60+ of 100 points (including bonus points) with a mandatory minimum of 5+ points on executive leadership specifically — evaluated across leadership (10 pts), family-friendly program implementation (70 pts: childbirth/childcare support, flexible work, dependent-care support, and workplace culture), and employee satisfaction (20 pts), with up to 15 bonus points available for items like an on-site daycare center or measurable male employee childcare-leave uptake.

A dedicated department has somewhat more flexible facility rules (e.g., large/mid-sized information-service and software companies can use a dedicated department without a full wall-separated space under 50㎡, an exception not available to a full institute) but both require dedicated qualified researchers and unlock the same core tax and guarantee benefits — which one fits depends on company size and research scale, not a fixed rule.
Post-certification management is active — falling short of any requirement (organizational form, employment, social-mission ratio, governance structure, revenue ratio, articles of incorporation, or profit reinvestment) triggers a warning and corrective order first, with revocation only if the deficiency isn't fixed. Separately, missing deadlines like the annual report or unreported bylaw changes carries fines of ₩5–10 million regardless of the underlying certification status.
